IJIRA Impartiality Policy
Mission:
The Indian Jute Industries’ Research Association (IJIRA), an autonomous body registered under the Societies Registration Act, with defined governance mechanisms ensuring Inspection activities are independent of any commercial, production, or trading interests. Decisions related to inspection outcomes are based solely on technical evidence and prescribed standards. IJIRA Performs inspections strictly as per standard procedures and technical specifications without bias and not influenced by external influences, incentives, or relationships. IJIRA is fully committed to ensuring impartiality, independence, and objectivity in all its inspection activities.
Organizational Independence:
IJIRA operates as an autonomous body registered under the Societies Registration Act, with defined governance mechanisms ensuring that:
IMPARTIALITY POLICY OF INSPECTION
(In accordance with ILAC P15:5/2020 and ISO/IEC 17020)
- Concerned inspectors shall have requisite professional education, job specific technical skills and professional experience so that they can demonstrate proficiency in associated testing/measurement, numerical operations including rounded off values strictly as per 2:1960.
- Inspecting personnel shall be competent to identify and verify identification markings on to be inspection items, in full compliance with applicable buyer–seller agreements and requirements.
- Personnel competence shall be ensured through formal induction training, on-the-job supervised training, refresher training, and performance review. Only authorized trained inspectors shall perform inspection activities. Records of training, competency evaluation, and authorization shall be maintained, documented and controlled. Periodic refresher training, and periodic performance reviews.
- Only authorized inspectors of the Organization shall perform inspection activities duly documented and controlled. Records of training, competency evaluation, and authorization shall be maintained, controlled and documented.
- All inspection personnel shall perform their duties with integrity, impartiality, and independence. Periodic supervision/surveillance/audit by the technically competent authorized person(s) of the Organization shall be performed and documented.
- Inspectors shall undertake an Impartiality Declaration confirming the absence of any conflict of interest and not have any direct or indirect commercial, financial, or personal interest in connection with buyers and sellers.
- Any actual or potential conflict of interest shall be immediately reported, documented, and appropriately mitigated.
- All instruments used in inspection activities shall be calibrated from ISO/IEC 17025 accredited calibration Laboratories and documented.
- Inspection report including /excluding necessary instrumental testing values shall be issued by the authorized person of the Organization and the same shall be documented.
- Periodic review of impartiality by the competent authority shall be conducted and all information obtained during inspection is treated as confidential.
